APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge, be corrected to include the award of the
following Air Force Medals and/or Ribbons:
a. Presidential Unit Citation (PUC), with one Oak Leaf
Cluster.
b. Air Force Outstanding Unit Award (AFOUA), with two Oak
Leaf Clusters.
c. Small Arms Expert Marksmanship Ribbon (SAEMR).
APPLICANT CONTENDS THAT:
His records do not accurately capture all authorized Air Force
Medals and/or Ribbons.
In support of his request, the applicant provided copies of his
DD 215, Correction to DD Form 214, Certificate of Release or
Discharge from Active Duty, dated 2 Jun 13 and copies of
Training Certificates and photos from various locations.
The applicants complete submission, with attachments, is at
Exhibit A.
STATEMENT OF FACTS:
The applicant initially entered the Regular Air Force on 11 Aug
69.
On 7 Jul 72, the applicant was furnished an Honorable discharge,
and was credited with 2 years, 10 months, and 27 days of active
service.
The applicants DD Form 214 and subsequent DD Form 215s reflect
the award of the following Air Force Medals and/or Ribbons:
- National Defense Service Medal
- Vietnam Service Medal with two Bronze Service Stars
- Air Force Good Conduct Medal
- Republic of Vietnam Gallantry Cross with Palm
The remaining relevant facts pertaining to this application are
contained in the memorandum prepared by the Air Force office of
primary responsibility (OPR), which is attached at Exhibit C.
AIR FORCE EVALUATION:
AFPC/DPSID recommends denial indicating there is no evidence of
an error or an injustice.
They recommend the Board disapprove the award of the PUC with
one Bronze Oak Leaf Cluster as they were unable to verify any
units the applicant served with that were awarded the PUC.
They also recommend the Board disapprove the award of the two
Bronze Oak Leaf Clusters to the AFOUA. They were able to
verify the basic award for service with the 100th
Organizational Maintenance Squadron; however, they were
unable to verify additional units the applicant served with
that were awarded the AFOUA; rending the applicant ineligible
for award of the Bronze Oak Leaf Clusters.
Finally, they recommend the Board disapprove award of the
SAEMR. There is no official documentation in the applicant's
official personnel records verifying he qualified as expert
with either the M-16 rifle or issue handgun to be eligible for
award.
They were able to determine that the below Air Force Medal
and/or Ribbon should have been awarded during the applicants
service from 11 Aug 69 to 7 Jul 72 and was not reflected in his
records:
- Air Force Outstanding Unit Award
Upon final board decision, administrative correction of the
applicants official military personnel record will be completed
by AFPC/DPSOR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 17 Nov 14 for review and comment within 30 days
(Exhibit D). As of this date, no response has been received by
this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicants complete submission in judging the
merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility
(OPR) and adopt its rationale as the basis for our conclusion
that relief beyond that already granted administratively is not
warranted. Therefore, in the absence of evidence to the
contrary, we find no basis to recommend granting the requested
relief.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
